Potential backwards incompatibility with ohpc-deploys

These changes https://github.com/jprorama/CRI_XCBC/pull/364/files in #364 might break the ohpc-targeted deploys. We did not do a ohpc-based deploy in a while so it would be a good idea to comeback to this issue if it would break the deploy or not.

One of the suggestions is to put this user creation task in the ood_user_reg_cloud and not disturb the role ood_user_reg_ops.
