Deploy OOD 1.6.5 like prod to virtual instance

We need to get an OOD 1.6.5 instance deployed to the cheaha cloud env so we can compare apples to apples when looking at OOD performance.

We need to know if our existing production config with OOD 1.6.5 has similar performance issues.

OOD 1.6.5 was deployed to an OpenStack instance to help debug the sluggishness observed in OOD 2.0. Observation for OOD 1.6.5 was faster performance due to caching ability removed in subsequent versions.
