Build standalone xdmod image in a cloud model.

Build an image for a standalone xdmod that can be tied to any cluster deploy framework we use for eg. ohpc, CoD, etc. just like we do for OOD. In the future, this can mature into a CI/CD pipeline. Use the latest version of xdmod for deployment.
