Fix XSync issue with XNAT

XSync is a plugin to xnat to support multiple xnat instances replication.

This will come into play when we scale xnat. This was noticed by the deployer in error messages and it may be a user visible option.

We don't have a lot of context at this point on this issue, maybe one of the science team members could provide insight if this is an issue users are facing.

However, with the current upgrade efforts going on for xnat 1.7.4 - 1.8.1 we have already upgraded the XSync plugin to 1.4.0.1 This might have the fixed the issue that is being referenced here. We would only know once the 1.8.1 upgrade is finished with testing and science team should be able to help with determining if they still see issues with XSync
