Backfill/windfall usage to effectively increase resource cieling for individual users

I want to propose modifying the Slurm configuration to give us a backfill/windfall "usage "queue" to effectively increase the resource ceiling for individual users, while maintaining allocation fairness across the cluster.

I'm not sure what this would take, perhaps we should research. I'll get that started...
