Update DNS for cheaha.rc.uab.edu
To route all the user through ssh proxy, we have to update the IP of cheaha.rc.uab.edu to ssh proxy node

This change is on hold, pending completion of our datahall move phase 1, which involves moving our OpenStack hardware (tentatively scheduled for April 21).
Since the new http-proxy/ssh-proxy utilize/run on OpenStack, we decided to hold off until Phase 1 is complete to avoid interruption of this new service.
