Standardize `/data/project/` allocations
We have some /data/project/ allocations that are not aligned with policies, or have unusual features.

Use stat -c "%U %n" -- /data/project/* | sort to find owner duplicates. I note we will need to take care to add suffixes like -core to cores and -lab to labs, to avoid confronting cases with allowed duplicate owners.
