Match slurm cluster name in dev cluster
It's SLURM_CLUSTER on Cheaha, and slurm on CoD.
Since OOD Apps rely on the cluster name, and we are not using a template to create form.yml, it might be better to have the same name.

I believe we decided not to match the cluster name, instead, we use replace module to replace the placeholder with the correct cluster name.
