Fix the interactive apps submission on dev OOD instances

The OOD instance on our dev cluster doesn't start interactive apps like hpc-desktop. However, the knightly OOD works as expected with respect to starting interactive apps. Here is the issue I am seeing on my dev instance of OOD.

This is mostly related to slurm configuration in the cluster, we need to debug why this is happening. The first place I would check is, if the NFS location /cm/shared/apps/slurm has correct slurm config files in place in the dev cluster context.

Currently, I am unable to test hpc-factory#299 (closed) completely due to this issue.
