Update GitLab to >=17.11 to enable scheduled ci/cd pipelines

Depends on gitlab#12 and gitlab#15

Problem: We can't run CI/CD pipelines based on dates and times, i.e., scheduled.

Solution: Upgrade GitLab to >= 17.11.

This will enable us to write recurring and periodic CI/CD pipelines to generate issues. At a higher level, this enables us to automatically schedule, set deadlines, and send reminders for periodic tasks.
