Knightly pipeline does not delete old instance

The pipeline does not honor the NUM_SERVER_TO_KEEP variable

Since we split the build and deploy to different OpenStack project, running clean up job in single project won't be able to clean up both images and instances.

Creating a separated job to run in another OpenStack project to clean up instance.
