Add CoD cluster root pub key to the proxies in staging.

In production, the ops team can navigate from the cheaha-master/headnode to any virtual node attached to the cluster. We need to have the same behavior in staging as well.

To achieve this, we need to look at how we can inject a static key-pair into the headnode during the CoD deploy that will remain consistent across CoD cluster deploys.
