ssh issue due to pam_slurm

atlab users were not able to ssh into the v004 node without a job scheduled on v004. For normal users this is expected, but users from atlab group should be able to ssh outside a job context.

There was an issue with quotes being added by ansible blockinfile task in /etc/pam.d/sshd file. After fixing it this issue was resolved.
