Build XDMoD pre-production image in `xdmod-dev` project, and run the deployment in `xdmod` project

The motivation here is that builds must run in a dev project which seems like a logical place design-wise and only deploy them once they are tested and ready in the prod openstack projects. To deploy the images in a production env we need to first share them with the prod openstack project from dev openstack project.

Currently, this MR only shares the image but the image acceptance doesn't happen on the receiver's end we need to figure out why that is happening.
