Revisit the account certification project

The account certification process enables us to phase out a user who has left UAB. We have the code and plan/process to roll it out into production so we need to revisit the account certification project to get familiar and list out what steps are needed to put it into production.

I remember we want to have an agent that periodically check if a user needs to be put in pre-certification state based on their last certified date. This agent seems to be missing piece.
