Create Terraform code to deploy a vmf instance

We need to create Terraform code in vm-factory Gitlab project that will deploy an instance. We are currently using openstack commands in the CI pipeline to deploy an instance. This issue tracks the effort to create a deployment tooling for instance creation that can be used in other projects.
