Update the Terraform version to latest on gitlab runner's docker container

Problem

The Terraform version needs an update because we wrote the code with the latest Terraform version because,

Job #58827 failed for a996bac9:

We need to update the Docker file so that the Docker image used to run the CI jobs will have latest Terraform.

Solution

Fixed in commit 68169416
