Test: Feat cod prep rmq usage

This PR builds on #202 . It adds a role cod_rabbitmq_agents_cloud that is run post CoD cluster deploy on the head node so that it has all the things that RMQ agents expect, otherwise the agents would fail to create users when self-reg web requests start coming in. This will realize all the assumptions made in CoD and bring it on par with prod w.r.t user-creation.
