Fix SAML shib deploy issues

  1. Removed gpg keycheck
  2. Removed unused code block
  3. Fixed blockinfile convention to match with basic auth
  4. Fixed REMOTE_USER value to match with production env
  5. Added attribute-map.xml as a file with selfreg app attributes
  6. Copied the attribute-map.xml file over to the desired location /etc/shibboleth/attribute-map.xml
