WIP: Created role for enabling uab-shiboleth configuration

Created a role ood_uab_shib to enable uab shibboleth configuration for cod-cluster

issues to be addressed in this PR

  • make task Rename existing/initial shib conf to shibboleth.orig conditional
  • change permissions (chown shibd:shibd sp-*.pem)
  • check if path /etc/etc/shibboleth/ is correct or /etc/shibboleth/

issues addressed

  • add this role to ood-build.yaml
