Update enable lmod

Bo-Chun Chen requested to merge github/fork/diedpigs/update-enable-lmod into dev

When installed non-cm version of Lmod, it's enabled by default, no need to modify this file to enable it. Plus, the file is actually provided by a different package called cm-modules-init-client, so need to ensure it's installed before modifying the file.
