Update rstudio template repo
Since we recently experienced unexpected update that fail rstudio to launch, so we are maintaining our own repo as a buffer to prevent it from happening again in the future.
Scheduled downtime for Gitlab - Monday, November 24, 2025 @ 1700 thru 1800 Central
Gitlab will be down for maintenance as we migrate the storage to new hardware.
