Feature define form attribute globally

Define all of the attributes that should be shared across entire cluster as global attribute so we dont have to change it in each app:

bc_partition: partition for bc_num_mems: Memory per cpu (GB) bc_num_slots: OSC defined it as number of node for slurm, i changed it to be number of cpu.
