This allows policy files for any gpfs filesystem to be run by the
run scripts by using a variable for filesystem rather than hard
coding.
Keep default value set to scratch for compatability with existing callers.
Now can include a seventh arg to invoke policy file on any gpfs
filesystem.

Update policy rule with a static (still not existing) external
list rule.
Move the file tagging metadata to the policy apply wrapper script.

This is the policy run by the mmapplypolicy command.

The run-mmpol.sh job script makes it easier to call the policy command
in a job and the submit-pol-job makes it easier initial the slurm run.
