OOD deploy time config changes

Closes https://gitlab.rc.uab.edu/rc/hpc-factory/-/issues/214

This MR contains deploy time changes in the OOD config to

1. Accept connections only from OOD proxy
2. Point the shell app to the desired host
3. Fix for shell app timeout issue.
4. Modify account app binding to listen to http-proxy
