Cleanup pkgs on base and compute

Eesaan Atluri requested to merge atlurie/packer-openstack-hpc-image:fix-pkg-cleanup into main

We remove pkg installs that are failing because they are unavailable or out of date. We also clean up some of the pkgs that are not needed to be installed on virtual compute nodes for eg. MLNX, IB related.
