Add manual OOD proxy node deployment job

Create new 'start_ood_proxy' job in the deploy stage
Configure job for manual execution
Use existing OOD image to create proxy server
Set up Ansible playbook for proxy configuration
Limit job execution to scheduled pipelines and web interface triggers
Maintain consistent formatting and style with existing configuration
