Merge previous default branch feat-cod-rmq into main

We continued to use feat-cod-rmq as our default branch. We plan to make main as our default (consistent with all other repos). So we created an MR from feat-cod-rmq -> main.

We can make main as our default after merge

PS: Please note that a corresponding change in ansible code that deploys these rabbitmq agents (group_vars/all file) must also be madewhen we merge and make main as our default.
