feat: Install buildx and crane to push all platforms

As suggested in gitlab-org/terraform-images!79 by @hfyngvason,
I'm installing Docker buildx and Google Crane to allow multiplatform
builds from the pipeline and also push all built images to the registry.

This commit was mostly based on
gitlab-org/cluster-integration/helm-install-image!48.
