fix: update auth before apply for Terraform 0.12

- add tfplantool
- update auth for backend config in plan.cache
  before apply when using Terraform <0.13.2
- split test-unit job into separate test jobs for
  init/plan/apply to reproduce breakage
  introduced in between jobs
